Meaning of Professional Competence
I am competent in early childhood mental health. This means that I know all the information required by Domain 1 A-H and Domain 2 listed on page 15-17.
In addition to early childhood mental health, I am also competent in autistic-spectrum disorders, ADHD and regulatory disorders, and trauma disorders in childhood. The standard for professional competence is to know everything there is to know, and then read journals to stay current. That is the definition of professional competence.
Dr. Childress knows all the information listed for professional competence on pages 15-17, and autism, and ADHD, and trauma. Each of those domains has their list of required knowledge.
Assessment Protocol: Juvenile Firesettting (Childress & Fineman, 2004)
The assessment of court-invoved family pathology needs an assesment protocol. The term “assessment protocol” refers to the structured set of procedures and forms used to collect the data from the assessment.
How is data collected and recorded? What are the data forms? For example, with an intelligence test the protocols would be the forms used to record the person’s answers and scoring for the various subtests. This is called the test’s “protocol,” and the sentence from one psychologist to another is, “Let me look at the protocol,” meaning let me look at the list of tests used and the actual data recording forms for each of the tests.
That’s different than the test’s scores. If I ask to look at a test’s scores, I just need to see the numbers. If I ask to look at the protocol, I want to see the list of tests given and each of the forms used to collect the data.
In the early 2000s, I was the Clinical Director for a FEMA & Department of Justice project to develop a national model for the psychological assessment of juvenile firesetting behavior (a court-involved pathology). I worked with Dr. Fineman, a forensic psychologist and Executive Director for the project. Dr. Fineman is a world-recognized expert in juvenile firesetting behavior, he was the content expert.
My expertise was in developing the structure for the clinical assessment protocol. There are two domains of knowledge involved in developing an assessment protocol, the what – in this case juvenile firesetting, which was Dr. Fineman’s expertise – and the how – the construction of assessment instruments and batteries of test instruments to assess a pathology – which was my area of expertise.
In 2004, we submitted a progress report to FEMA. This is that progress report. The protocols are in the Appendices.
